Pipeline safety and PHMSA compliance
Pipeline safety regulation under the Pipeline and Hazardous Materials Safety Administration sits at an unusual intersection for Healthcare and Life Sciences companies: medical gas distribution networks, cryogenic supply lines, and bulk chemical delivery systems at manufacturing and research facilities all fall within PHMSA's federal pipeline safety jurisdiction under 49 CFR Parts 191-195. The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration and, for facilities with onsite generation, the Occupational Safety and Health Administration both carry enforcement authority that compliance teams at pharma manufacturers and large health systems routinely underestimate. PHMSA's 2022 Gas to Liquids Safety Rule and its ongoing Mega Rule Part III rulemaking are the two items currently driving gap assessments across the sector.
